  • The Breeder of Record listed with the VTA must be the SAME as the Breeder of Record listed on the Jockey Club papers

View Requirements
  • The horse must have been foaled outside of Virginia.
  • An application for the Virginia-Certified Thoroughbred Program must be submitted and paid for within 30 days of the horse’s arrival in Virginia.
  • For 2017 foals, a copy of the horse's Jockey Club papers must be submitted.
  • The horse must reside for at least six (6) consecutive months prior to December 31st of its two-year-old year at a Virginia Thoroughbred Certified Program (VATCP) Farm.
  • Before the application can be completed, we must receive a notarized copy of the Residency Verification Form from the VATCP Farm.

  • The horse must be foaled out of state.
  • The Breeder of Record is the owner of the dam at the time the foal drops.
  • The Breeder of Record listed with the VTA must be the SAME as the Breeder of Record listed on the Jockey Club papers.

  • Stallions MUST register Annually with the Virginia Breeder's Fund.
  • A Virginia Thoroughbred Sire is a registered Thoroughbred stallion that covers mares (other than test mares) only in Virginia during the breeding season, or only during that part of the breeding season after entering Virginia.
  • Applications are due by December 31st of the current breeding year.
