The horse must have been foaled outside of Virginia.
An application for the Virginia-Certified Thoroughbred Program must be submitted and paid for within 30 days of the horse’s arrival in Virginia.
For 2017 foals, a copy of the horse's Jockey Club papers must be submitted.
The horse must reside for at least six (6) consecutive months prior to December 31st of its two-year-old year at a Virginia Thoroughbred Certified Program (VATCP) Farm.
Before the application can be completed, we must receive a notarized copy of the Residency Verification Form from the VATCP Farm.

In order to register a 2017 horse, we will need to receive a copy of the Jockey Club papers. Documents may be mailed or emailed to the VTA.
