The horse must be sired by a Virginia Breeder's Fund registered stallion.
The horse must be foaled out of state.
The Breeder of Record is the owner of the dam at the time the foal drops.
The Breeder of Record listed with the VTA must be the SAME as the Breeder of Record listed on the Jockey Club papers.
